The UCD Procurement and Contracts Office wishes to recruit a Senior Procurement Professional to assist the Head of the Unit with the continuous improvement of the function -with a focus on cost reduction and risk management (including compliance with National and EU Procurement regulations). There is also a strong focus on the achievement of process efficiency's.

The successful candidate will be responsible for managing tenders for various Supplies, Services and Service Concession contracts/Licences and for the management of key contracts. Tenders will be conducted in partnership with internal budget-holders and other key university staff. The role will require close collaboration with the Office of Government Procurement and the Education Procurement Service.

They will be capable of developing and challenging specifications and processes. They will ideally be innovative and proactive in achieving value for money. Experience working in public procurement would be advantageous.

Experience in the procurement of ICT supplies/services and/or Scientific supplies/services and/or Facilities Management would be advantageous.

Principal Duties and Responsibilities

* Provide advice to University staff on Procurement policies and procedures
* Maintain expertise on National and EU Procurement regulations
* Maintain and develop commodity expertise with a particular focus on emerging market trends, technologies and other factors determining the competitiveness of the marketplace.
* Establish and lead Commodity groups comprised of key internal stakeholders
* Conduct analysis and research of current expenditure on assigned commodities
* Develop sourcing strategies for commodities/projects
* Conduct competitive National and EU tenders for Supplies, Services and Service Concession Contracts/ Licenses in line with University policy
* Conduct Supplier negotiations
* Manage Contracts and evaluate supplier performance
* Work in close co-operation with the Office of Government Procurement and the Education Procurement Service
* Manage relevant projects as they arise (e.g. stock control, purchasing cards)
* Organisational and administrative duties associated with tendering and contract management
* Records management- Keep updated all files and relevant records pertaining to the procurement process on an ongoing basis.
* Report on project progress, cost savings or other initiatives
* Deputise for the Head of the Unit as required
* Other tasks as may be assigned from time to time by the Head of the unit
